4. It is generally agreed among those who know

that there has not been a real "anti-Red" movement and every one should be very careful in dealing with the Kuomintang

leaders, unless one is absolutely sure who is a Red and who

is not.

5. General Cheang Kai-shek and General Li Tsai-hsin

may not be friendly at heart, although they appear to be

outwardly working together.

6. The leaders of the Kuomintang are still using

the workers organizations for political purposes, and there is a movement still going on to reorganize the Workers' Conference, disbanded on April 15th as a "Red" movement;

while the Central Labour Union have already made three formal attempts to ask the Extradordinary Commission to recognize them as the only and sole federated labour organization in Canton. It is understood that the Politicians do not care to have one labour federation only, fearing that they would become a political party like the

Kuomintang itself in politics.

7. There are so many cliques, factions, unions, in Canton that there is now no strong government politically

or in the labour movement.

8. Political and labour leaders are suspicious of

one another in Canton, and it is unlikely that a strong government can come out of such circumstances.

9. A visit to a number of offices in the Canton Government these days will note the presence of large

number of young men occupying desks there but not necessarily doing any work. It is feared that many who should come out
